No state license — city/county licensing Checked in part Checked October 22, 2026

Checked in part. The absence of a state plumber license and the HIC registration trigger and $100 fee are from the Attorney General's own HIC pages (accessed 2026-10-22). Philadelphia and Pittsburgh licensing details in localNote come from secondary guides and were not re-verified against phila.gov or pittsburghpa.gov in this pass, so no local fee or exam figure is recorded as data.

No state plumber license. Pennsylvania does not license plumbers at the state level — there is no state journeyman or master license to apply for. Licensing is done by cities and counties, and the local rules are the real rules where you work.

How you qualify in Pennsylvania

Registration, in the board’s terms: Pennsylvania has no state apprentice registration, journeyman license or master license for plumbers, and no state experience or hour requirement. Skill credentials, where required at all, are municipal (see localNote).

The master license in Pennsylvania

No state master license: Nothing at state level. Master plumber status exists only inside municipal licensing systems that create one, principally Philadelphia's; the state neither defines nor examines a master plumber.

Any master-level exam is municipal, not state.

Renewal & lapse in Pennsylvania

No state plumber license exists to lapse. A lapsed Home Improvement Contractor registration is cured by re-registering with the Attorney General; municipal licenses carry their own local renewal and lapse rules.

Reinstatement: Not applicable at state level — no state plumber license.

Past the line: Not applicable at state level — no state plumber license.

Plumbing license reciprocity into Pennsylvania

There is no Pennsylvania state license to endorse into — licensing is local, and local boards weigh verified out-of-state experience case by case. No state license and no state reciprocity. A municipal license from one Pennsylvania city does not by itself authorize plumbing work in another Pennsylvania city that licenses plumbers.

Opening a plumbing company in Pennsylvania

The seat: No licensed seat required by the state — Home Improvement Contractor (HIC) registration instead. Under the Home Improvement Consumer Protection Act, anyone who owns or operates a home improvement business or performs home improvements in Pennsylvania must register with the Office of Attorney General unless an exception applies; the exceptions are contractors whose total home improvement work was under $5,000 in the previous taxable year and retailers with a net worth over $50,000,000 (Attorney General HIC FAQ, accessed 2026-10-22). Registration fee is $100 — the fee is not returned, and the registration number must be used as required by HICPA. Registration is not a license: there is no exam and no experience test, and it does not replace a municipal trade license where one exists.

Plumbing is licensed locally, not by the Commonwealth. Philadelphia licenses plumbers through its Department of Licenses and Inspections (with its own master/journeyman structure and exams) and Pittsburgh licenses plumbers through its Department of Permits, Licenses and Inspections; other municipalities vary, and many license nothing at all beyond permits and the state HIC registration. Local details here are from secondary guides checked 2026-10-22 and should be re-verified on phila.gov / pittsburghpa.gov before publication.
